Unreliable in mainland China

Does Webex Work in China?

Webex works in China only in part: it isn't blocked on Chinese networks, but the free version doesn't work in mainland China, where signing in shows "App unavailable in your location". Cisco's restriction names only the free version, and Cisco doesn't sell paid Webex plans in mainland China, so join with a work account or a paid plan you set up before you fly. Pages can load slowly and calls can drop. Set up a roaming eSIM or a VPN at home as a backup.

  • Check that you'll use a work or paid Webex account. Cisco says the free version isn't available in mainland China, and it doesn't sell paid plans there.
  • Install Webex and sign in at home. On Android, Webex says Google Play isn't available in mainland China.
  • Ask your IT team about China if you use your company's Webex meetings or Webex Calling.
  • Set up a roaming eSIM or a VPN and test it at home, as a backup if Webex won't connect.

Is Webex blocked in China?

No. Webex isn’t blocked on Chinese networks, but parts of it are disrupted some of the time. GreatFire, which tests websites from mainland China, found www.webex.com reachable in its latest test, on August 28, 2026. It rates webex.com as a whole as mixed: some addresses on the domain load normally, others are disrupted some of the time, and some are blocked.

AppInChina, which sells China market services, wrote in March 2025 that Webex is partly available in China. It said users may face slow loading and call drops, especially when connecting to international meetings, and that some features, such as third-party integrations, may be blocked.

The bigger limit comes from Cisco itself, which doesn’t offer the free version of Webex in mainland China.

Joining and hosting a Webex meeting in China

The free version of Webex doesn’t work in mainland China. Cisco says the free version of the Webex App isn’t available for use in mainland China, Russia, Belarus, Crimea, Cuba, Iran, North Korea and Syria. A Cisco support note from January 2026 says signing in to the free version where it’s restricted fails with this message: “App unavailable in your location. You can find out where you can use Webex, or if a paid plan is available in your country, at our Help Center.” In Cisco’s example, a request the app sent during sign-in carried the country code CN, for China, and Webex’s servers answered “Operation denied due to region restriction”.

That rules out hosting on a free plan too. Cisco’s free plan lets you host meetings of up to 40 minutes with up to 100 attendees. Its list of countries with a free plan includes Hong Kong, Macau and Taiwan, but not mainland China.

Cisco’s restriction names only the free version. Mainland China isn’t on Cisco’s list of places where Webex Meetings and the Webex App are unavailable altogether because of US export controls: Cuba, Iran, North Korea, Sudan, Syria and Crimea. But Cisco says it can’t sell paid Webex Meetings or Webex App subscriptions in mainland China, and mainland China isn’t on its list of countries where a free plan can be upgraded to a paid one. If you need a paid plan, set it up before you travel, or join with your employer’s account.

We found no Cisco statement on joining someone else’s meeting as a guest, without signing in, from mainland China. We also found none on hosting from mainland China with a paid account bought in another country.

Joining a Webex meeting by phone from China

Webex’s China toll-free numbers only work from some Chinese phone lines. Webex lists these restrictions for its China numbers:

  • China (South) toll-free: only from China Telecom’s domestic network, fixed or mobile, in southern China. Webex counts Shanghai, Guangdong and Zhejiang as southern.
  • China (North) toll-free: only from China Netcom fixed lines in northern China, including Beijing and Tianjin. Mobile phones are blocked.
  • China 400 number: no access restrictions, but your phone provider may charge a local access fee.

Webex says the carriers set these limits, not Webex. It adds that toll-free numbers can also be restricted from hotel phones and payphones.

Installing the Webex app in China

Cisco’s Webex iPhone app is in Apple’s China App Store. It was listed there, free with in-app purchases, on October 18, 2026.

Android is harder. A 2023 Webex help article says Android users in mainland China can’t download the Webex Meetings app because Google Play and the Amazon Appstore aren’t available there, and points them to the Android download on Webex’s own downloads page. Install the app and sign in before you fly.

Webex Calling in China

Cisco doesn’t sell Webex Calling in China, but companies can use it at offices there. Cisco calls China a “branch office only” country: Webex Calling can be deployed there but not sold. In Cisco’s example, a customer that buys Webex Calling from a partner in the United States can also deploy it at its branch offices in China, but it can’t be sold to a customer in China. Cisco adds that a Multi-tenant or Dedicated Instance deployment of Webex Calling can go to any country except those under US embargo: Cuba, Iran, North Korea, Russia and Syria.

Cisco lists no Webex Calling data center in mainland China. Its Asia-Pacific Webex Calling data centers are in Melbourne, Sydney, Osaka, Tokyo, Chennai and Mumbai, with extra media points of presence in Singapore and Seoul.

If your company gives you Webex Calling as your work phone, ask your IT team before you fly whether to use it from China. We found no Cisco statement about using Webex Calling while traveling in China.

Webex China: sales and data centers

Cisco doesn’t sell Webex subscriptions in mainland China and lists no Webex data center there. Cisco says it can’t sell paid Webex Meetings and Webex App subscriptions in mainland China, South Sudan and Yemen. Hong Kong, Macau and Taiwan are on its list of places where paid Webex is sold, and on its list of places with a free Webex plan.

Webex’s Asia-Pacific meeting data centers are in Bangalore, Singapore, Sydney, Melbourne and Tokyo. Webex says it stores what users create in the data center closest to them, or in the one chosen when the service was ordered.

With a roaming eSIM or VPN

You don’t need either to reach Webex, because it isn’t blocked. They’re a backup if Webex won’t connect on a Chinese network. Airalo, which sells eSIMs, says its eSIMs send your data through gateways outside mainland China, as long as you use the eSIM’s data and not hotel Wi-Fi. A VPN tunnels your traffic out of China on any connection, including hotel Wi-Fi.

Cisco doesn’t say how the Webex app decides you’re in mainland China, so we couldn’t confirm whether a roaming eSIM or a VPN gets around the free-version restriction. Plan on a work or paid account.
